Please read these Terms of Use ("Terms") carefully before accessing or using the website https://skindistrict.co/ (the "Website"), including any materials, products, or services offered through it.

By accessing or using the Website, you agree to be bound by these Terms, as well as our Privacy Policy, Cookies Policy (if applicable), and any other referenced policies (collectively, the "Terms of Use"). If you do not agree, you must not use the Website or Services.

These Terms constitute a legally binding agreement between you ("user", "you") and NORRA LTD (the "Company", "we", "us"), a company registered in England and Wales with company number 17235771, whose registered office is at 1 Coldbath Square, London, England, EC1R 5HL.

These Terms apply to all users of the Website, including visitors, registered users, and customers.

1. Definitions and Parties

  • User – any natural person who accesses, browses, or transacts on the SkinDistrict website.
  • Website https://skindistrict.co/, including all content, features, and services provided through it.
  • User Account – a registered account created by a User to access Website features.
  • Services – digital marketplace services provided via the Website, including the purchase and trading of CS2 and Dota 2 skins.
  • Item – a digital in-game cosmetic asset (skin) for Counter-Strike 2 or Dota 2 listed for sale on the marketplace.
  • Digital Goods – virtual items, including Items, delivered electronically via the Steam platform.
  • Order – a User's confirmed request to purchase one or more Items, accepted by the Company upon successful payment confirmation.
  • Steam Trade URL – the unique URL generated by Valve's Steam platform that allows the Company to send a Steam Trade Offer to the User's Steam account.
  • Content – all materials available on the Website, including text, images, graphics, logos, and software.
  • Intellectual Property – all copyrights, trademarks, and other proprietary rights associated with the Website and Services.
  • Privacy Policy – the document describing how the Company collects, uses, and processes personal data.

2. Changes to Terms

We may update these Terms at any time by publishing a revised version on the Website. Continued use of the Website constitutes acceptance of the updated Terms. We may also modify or discontinue any part of the Website or Services at our discretion without liability.

3. Eligibility

By using SkinDistrict, the User confirms that they:

  • are at least 18 years of age;
  • have legal capacity to enter into a binding contract under the laws of England and Wales;
  • own and maintain an active Steam account in good standing;
  • have Steam Guard Mobile Authenticator enabled, as it is required for Trade Offers and order fulfilment.

Access to the Website and Services may be restricted in certain jurisdictions where such services are prohibited. We reserve the right to update restricted territories at any time without prior notice.

4. User Accounts

You must provide accurate information when creating a User Account and are responsible for maintaining its security. We may suspend or terminate accounts in cases of fraud, abuse, or violation of these Terms.

The User agrees to:

  • provide a valid, active Steam Trade URL that belongs to their own Steam account;
  • ensure their Steam account is properly configured to receive Trade Offers from external traders;
  • monitor and accept any Trade Offer issued by the Company within 7 calendar days of dispatch. Failure to do so may result in cancellation of the Order at the Company's discretion, without entitlement to a refund where permitted by law;
  • maintain an active and accessible email address for receiving transactional notifications related to their order.

5. Products, Ordering and Delivery

The Website operates a digital marketplace for gaming-related digital goods, including the purchase and trading of CS2 and Dota 2 skins delivered via Steam Trade Offer. This description reflects the current scope of the Services offered on the Website; the Company will update this section if the scope of its business activities changes.

A User completes a purchase through the following steps:

  • Selection: the User selects one or more Items from the catalogue and adds them to the cart;
  • Checkout: the User provides a valid email address and a valid Steam Trade URL;
  • Payment: the User completes payment via a secure hosted payment page;
  • Delivery: the User receives a Steam Trade Offer and must accept it within the timeframe set out in Section 4.

An Order is considered formed only after payment has been successfully captured by the payment provider and confirmed by the Company.

All Items are delivered electronically via Steam Trade Offer to the Steam account linked to the Steam Trade URL provided at checkout. The Company will dispatch the Steam Trade Offer within 24 hours after payment has been successfully received and cleared. Delivery is completed once the User successfully receives and accepts the Steam Trade Offer.

Delivery is subject to the User's Steam account being eligible to receive Trade Offers, including (but not limited to) the absence of trade restrictions, VAC bans, and the activation of Steam Guard.

The Company is not responsible for delays, failures, or restrictions caused by Valve Corporation systems or any limitations applied to the User's Steam account.

6. Pricing, Payments and VAT

All prices are displayed in USD, EUR or GBP. The applicable currency will be shown before you complete your purchase, and prices are subject to change at any time prior to Order confirmation. The price shown at the time of payment is the final amount charged to the User.

Prices include a non-refundable service fee of 3% applied to the cart subtotal. Where applicable, VAT and other taxes are calculated and displayed at checkout in accordance with UK and EU tax regulations, depending on the User's location.

Payments are securely processed by PCI-DSS compliant third-party payment providers. We do not collect, process, or store your full payment card details; all payment information is transmitted directly to our payment processors using industry-standard encryption and security measures.

By submitting your payment, you represent and warrant that you are authorized to use the selected payment method. We reserve the right to refuse or cancel any transaction if we suspect fraud, unauthorized activity, or a violation of these Terms.

Any applicable taxes, fees, or charges will be displayed during the checkout process before payment is finalized. We accept the payment methods displayed on the Website at the time of checkout, and the User is responsible for ensuring that all payment details provided are valid and authorized.

7. Refunds, Cancellation and Digital Content

If you are a consumer residing in the United Kingdom or another jurisdiction where mandatory consumer protection laws apply, you may have statutory rights in relation to purchases made through the Website. Nothing in these Terms limits or excludes any rights that cannot be excluded by law.

Where you purchase digital content or digital services (including Items), you generally have a statutory right to cancel your purchase within 14 days. However, by placing an Order for Items that are delivered immediately via Steam Trade Offer, you expressly request immediate performance and acknowledge that, where permitted by law, you will lose your statutory right to cancel once the digital content has been fully supplied or delivery has commenced.

Except where required by applicable law, payments for Items that have been successfully delivered are non-refundable. If the digital content is defective, not provided with reasonable care and skill, or otherwise fails to comply with applicable consumer protection laws, you may be entitled to a repair, replacement, price reduction, refund, or other statutory remedy.

Any approved refund will be made using the same payment method used for the original purchase, unless otherwise agreed.

Refund Eligibility

Subject to applicable law, you may be eligible for a full or partial refund in the following circumstances:

  • Duplicate Payment: You were charged more than once for the same Order due to a technical or billing error.
  • Item Not Delivered: The purchased Item was not delivered or made available due to an error attributable to the Company.
  • Technical Error: A technical malfunction of the Website prevented the successful provision of the purchased Item.
  • Defective or Non-Conforming Item: The Item did not materially conform to its description, or otherwise failed to meet the standards required by applicable law.
  • Unauthorized Transaction: The payment was made without your authorization, subject to verification and applicable payment provider procedures.
  • Statutory Right to Cancel: You validly exercise any applicable statutory right to cancel before that right expires and before it has been waived or lost in accordance with applicable law.
  • Company Error: The Company determines, in its sole discretion, that a billing, pricing, or processing error occurred which justifies a refund.

Refunds will generally not be issued where:

  • the Item has been successfully delivered after you expressly requested immediate performance and acknowledged that you would lose your statutory cancellation right, where permitted by law;
  • the request is based solely on dissatisfaction with an Item that was delivered in accordance with its description;
  • the inability to receive the Item resulted from your own Steam account restrictions, equipment, internet connection, or failure to follow the Company's instructions (including failure to accept a Trade Offer within the timeframe in Section 4); or
  • the request otherwise falls outside your statutory rights or this Refund Policy.

The Company may request reasonable information or evidence to assess a refund request. Approved refunds will be processed using the original payment method within a reasonable period and, where applicable, within the time required by law.

To request a refund: (1) email our customer support team at [email protected] with your name, order number, and the reason for your request; (2) our team will review your request and may ask for additional information; and (3) we will notify you of our decision within 10 Business Days of your response to any final request.

8. Consumer Rights

Nothing in these Terms affects your statutory rights under applicable consumer protection laws, including the UK Consumer Rights Act 2015 and, where applicable, EU consumer protection legislation.

9. Intellectual Property

All Website content is owned by or licensed to NORRA LTD and protected by intellectual property laws. You may not copy, distribute, or reuse any content without prior written consent.

10. Prohibited Use

The User shall not:

  • misuse, disrupt, or interfere with the Website, Services, or any related systems;
  • attempt to gain unauthorized access to accounts, systems, or data;
  • use bots, scripts, automation tools, or other unauthorized methods to access or interact with the Services;
  • engage in fraud, abuse, money laundering, or any other illegal activity;
  • violate applicable laws, regulations, or third-party rights;
  • resell purchased Items in a fraudulent manner or in breach of Valve's Steam Subscriber Agreement;
  • use the Services to launder funds, finance illegal activity, or process payments on behalf of third parties;
  • initiate chargebacks without first contacting [email protected]. Any chargeback initiated in bad faith may be treated as fraudulent and may result in account termination and legal action.

We reserve the right to suspend or terminate access to the Website or Services at our sole discretion in the event of any breach of this clause.

11. Fraud and Risk Controls

We may monitor transactions for fraud, abuse, or suspicious activity. We reserve the right to suspend, investigate, or reverse transactions where necessary for security, compliance, or risk management purposes.

12. Privacy

We process personal data in accordance with applicable laws, including UK GDPR and, where applicable, EU GDPR. Please refer to our Privacy Policy for details on the legal bases we rely on for processing personal data and on any international transfers of personal data.

13. Disclaimer

The Website and Services are provided "as is" without warranties of any kind. We do not guarantee uninterrupted or error-free operation.

14. Limitation of Liability

To the maximum extent permitted by law, we are not liable for indirect or consequential damages. Nothing in these Terms excludes liability where such exclusion is not legally permitted.

15. Third-Party Services

The Website may integrate third-party platforms, including Valve's Steam platform and third-party payment providers. We are not responsible for their content, performance, or policies.

16. Termination

We may suspend or terminate access to the Website or User Accounts at any time for breach of these Terms or legal requirements. Upon termination, access to services and data may be removed.

17. Governing Law and Jurisdiction

These Terms and any dispute or claim arising out of or in connection with them (including non-contractual disputes or claims) shall be governed by and construed in accordance with the laws of England and Wales. Disputes shall be subject to the exclusive jurisdiction of the courts of England and Wales.

EU users may also seek resolution through locally available consumer mediation or alternative dispute resolution mechanisms where applicable. Nothing in this clause deprives a consumer of the protection afforded by any mandatory provisions of the law of the country in which they are resident.

18. Final Provisions
